Cllr Andy Furse's submission to the Public meeting 5th July 

I know I have communicated this before but can you make sure that residents at your O&S meeting know i have a number of concerns with the new collection service....

I think there needs to be monitoring of all the multi-occupied areas in the city for example Royal crescent, New King street and St James square area. I feel there will be the following issues needing to be addressed:

1. There will be more black bags on the streets for longer - pavements need to be kept clear and there will be a greater amount of bags broken open by seagulls, cats etc. Some residents are now calling for wheelie bins or storage at pavement level. Remember properties do not have dustbins at street level in most cases and many have no space for a dustbin at all.

2. There is a greater likelihood that bags will be placed in the street at anytime as residents may not be so keen to place in basement storage areas and then retrieve them later in the week.

3. With the likelihood of more litter being on the streets the road sweeping needs to be stepped up and co-ordinated with the refuse collection. I would be interested in knowing that with increased road sweeping the cost and hence the net saving of introducing the new scheme in multi-occ reas of the city.

4. It has been a constant battle in streets like New King Street to stress to residents the need to only put bags out on collection days thus minimising black bags in the street. Note that the area immediately next to the front door is private property and the council cannot enforce in this section of the pavement. I fear that the incidents of bags piled next to front doors will increase.

5. The above means that streets have multiple days where some delivery currently takes place. For example there are weeks where there is likely to be 3 days were refuse, green boxes or garden/cardboard recycling takes place. Same day collection is now a must.

Implementation of the Edge of Property Refuse Collection - Public meeting 5th July letter from M Gay

Thank you for your enquiry about the above meeting.

Your name has been registered to speak at the meeting. Members of the public are able to speak for 3 minutes, you will be asked to go to one of the microphones in the Council Chamber and speak. There may be a number of speakers. Once all public speakers have been heard, the Panel will discuss the issue with officers and the Executive Member. It is useful if you can bring along the text of your submission as then your exact words can be put on record on the Council minute books. You should hand your submission in to Mike Owen who is the Democratic Service Officer at the meeting.

The text below sets out the remit of the Panel with regard to the above issue. I hope this is clear. Please give me a ring if you have any queries (number below), or if I am not available, Mike Owen on (01225) 394414.

The Chairman of the Planning, Transportation and Sustainability Overview and Scrutiny Panel has called an urgent meeting (5th July 2006 at 6.30pm in the Council Chamber, Keynsham Town Hall) to hear the views of the public on the Implementation of the Edge of Property Refuse Collection decsion. This Panel cannot overturn this decision.

The Panel has already considered a call-in of the decision at a meeting on 6th March (decision set out below). Please note the riders that are listed after the decision, the Panel can look at these issues at their meeting on 5th of July

It has been RESOLVED that the Panel will DISMISS the call in by a vote of 4 Panel members to 3 Panel Members. The Chair listed the riders that the Panel wished to be taken with this decision which they hope will be taken on board:

That the Executive Member keeps the matter under review, and reports back to PTES in six months time about the implementation of the decision, in relation to improvements in the service/recycling, costs savings achieved and resident’s comments/complaints.

Executive Member and officers engage with the public and Ward Councillors in consultation processes to agree as far as possible the most appropriate location for waste to be placed for edge of property collections.

That the phrase “edge of property” be clearly defined for residents as being within the cartilage of the property as far as is possible, rather than kerbside or on the highways/footpath.

That the option to apply for and receive assisted collection is widely publicised.

That all Council methods of communication (including newsletters and websites, etc) are used to the fullest to explain this process, and its part within the larger Waste Strategy for the area.

Dear Resident,

Sorry we missed you today.

We are visiting households in your area to discuss the changes to your waste collection service.

From 5th June 2006 rubbish will need to be placed at street level at the edge of your property for collection, we will no longer go down steps into cellars or basements.

In case you haven't already received one, attached is a leaflet about the new 'edge of property' collection. The leaflet covers all the main points that you will need to know, including information on when and where to place your rubbish for collection and how to apply for an assisted collection, which is available for residents unable to carry their rubbish to the edge of their properties.

Re: Rubbish collection changes

Further to concerns expressed by some residents in the Royal Crescent regarding the recent changes to the rubbish collection location, a meeting was held last week with Stephen Little, Chairman of The Royal Crescent Society to discuss potential solutions.

The outcome of the discussion was that we will closely monitor the situation in the Royal Crescent for the next three weeks to establish what problems actually arise following the change in collection location. The Royal Crescent and surrounding roads are collected early on a Thursday (usually 7 8am) to ensure that visual impact of refuse on the streets is kept to a minimum.

We also agreed to write to each property in the Royal Crescent to canvas opinion on whether a second collection on a Monday would be favourable. This approach is used in other parts of the city centre where storage within properties is limited. I would be grateful if you could return the tear off slip overleaf indicating if you think an additional collection would be beneficial, by 22 nd June 2006. Alternatively you can e mail me at the above address stating Royal Crescent Response in the subject line.
